Dr. Luke Kehoe is a civil and environmental engineer and educator with a commitment to public service and environmental stewardship. Currently serving as the Director of Engineering and Operations at Duckett Creek Sanitary District, in St. Charles County, Missouri, Luke leads teams dedicated to maintaining and enhancing the quality of water resources. He collaborates closely with property owners, businesses, and developers to achieve sustainable solutions in environmental protection and economic development.

Luke’s diverse background in engineering spans both the public and private sectors, and has always been in the interest of the public good. He has a dedication to innovative solutions, strategic planning, and effective public engagement. In addition to his professional work, Luke has made significant contributions to academia. He has instructed courses at the University of Missouri – Columbia, the University of North Carolina at Charlotte, and St. Charles Community College. His expertise in hydrology, hydraulics, floodplain management, and geospatial analysis has shaped the careers of many aspiring engineers and environmental scientists. In recognition of his dedication to education, he was honored to be named as the ‘Outstanding Professional Engineer in Education’ by the metro Missouri Society of Professional Engineers.

As the 2026-2027 District Governor for Rotary International District 6060, Luke’s passion for service extends beyond his professional and academic endeavors. He is a multiple Paul Harris Fellow with over 25 years of service in Rotary International. He has previously served as the President of both the Rotary Club of St. Peters, Missouri, and the Rotary Club of O’Fallon, Missouri. Under Luke’s leadership, these clubs have championed numerous local and international service projects, reflecting Rotary’s mission of “Service Above Self” by supporting women in crisis, return-to-work homeless, after school children’s programs, literacy projects, and providing vital resources and support to individuals in need. Internationally, Luke has been involved in projects such as micro-credit loans in South America, cataract and blindness-preventing surgeries in India, clean water initiatives in Africa, providing livestock to aspiring business owners in Central America, disaster relief in Southeast Asia, and the Rotary International PolioPlus campaign aimed at eradicating polio worldwide. His work has not only brought tangible benefits to communities and people around the world but also inspired others to join in these humanitarian efforts.
